Duties and Powers of the Mayor
According to Article 38 of the Municipality Law No. 5393, the Duties and Powers of the Mayor are as follows:
To administer and direct the municipal organization as the highest superior of the municipal organization, and to protect the rights and interests of the municipality,
To manage the municipality in accordance with the strategic plan, to establish institutional strategies of the municipal administration, to prepare, implement, monitor and evaluate the budget, and the performance criteria of municipal activities and personnel in accordance with these strategies, and to submit reports regarding these to the assembly,
To represent the municipality in state offices and ceremonies, and in judicial authorities as plaintiff or defendant, or to appoint a proxy,
To preside over the assembly and the committee,
To manage the movable and immovable properties of the municipality,
To follow up and collect the revenues and receivables of the municipality,
To conclude contracts provided that the decision of the authorized organs is obtained,
To implement the decisions of the assembly and the committee,
To implement the budget, to approve transfers in the budget outside the authority of the assembly and the committee,
To appoint municipal personnel,
To audit the municipality and its affiliated organizations and enterprises,
To accept unconditional donations,
To take necessary measures for the peace, well-being, health and happiness of the townspeople,
To use the appropriation allocated for the poor and needy in the budget, to carry out services for the disabled and to establish a center for the disabled,
To use the appropriation allocated for representation and hospitality expenses,
To perform duties and exercise powers given to the municipality by laws and not requiring the decision of the municipal assembly or municipal committee.
