Summary: Regarding the establishment of municipal organization in Ortahisar and Uchisar villages attached to Urgup District; the correspondence dated February 18, 1331 (March 2, 1916) and numbered 320, which arrived with a schedule showing the population, number of households, and estimated revenues and expenses of the mentioned villages regarding the establishment of municipal organization, has been examined and considered:

Although it was observed that in these villages, which seem suitable for the implementation of municipal organization in terms of importance and size compared to their population and number of households, the total of the Miscellaneous Municipal Office salaries, excluding the mayor's salary and including very minor salaries for the clerk and cashier and only one guard and doorkeeper, exceeded the one-fifth ratio stated in Article 16 of the Provincial Municipal Law relative to the estimated annual revenue total; and although it was understood that if a salary were given to the mayor and essential municipal personnel such as a few Municipal Sergeants, Vaccination Officers, and Municipal Foremen were appointed, this ratio could not be maintained at all; considering that if the 10% municipal tax to be added to the profit tax collected in the mentioned villages which have a population of over two thousand, the municipal taxes to be benefited from the signs recently made obligatory to be placed on some shops, the betterment tax and ground fees to be collected during the arrangement of streets, and the revenues to be collected by distribution for pavement and repair expenses to be created are included in the account, the municipal revenues in the mentioned villages are expected to reach a sufficient amount for the proper performance of municipal duties; it is deemed appropriate to implement the municipal organization in these two villages provided that the provisions of Article 16 of the Provincial Municipal Law are fully complied with, and it should be written after specifying which article it is in that regard.
